Check out this photo on The Denver Post website. It accompanies a
story about pat downs at the Denver International Airport. I know that's what the story is about, but I don't know if I'd run this one. Call me a prude, but I'm worried about the effect publication would have on those pictured. There are other interesting photos at the
Post website. Would
you run them?

I feel that the particular photo you refer to was a poor choice to use by the editor. There are several additional photos used in the article, and to highlight the photo of the more invasive pat-down from this angle breaks the Society of Professional Journalism's Ethic's Code. The angle of the photograph used distorts the photo, tainting the article that does a good job of reporting the for and against sides of the new TSA policies.
Had I been the editor, I would have probably highlighted the photo of the woman holding her sweater up while being searched by an agent. It still captures readers' interest but does not carry the negative shock that the original photo has.
